The Philippines has simplified its guidelines for micro-scale photovoltaic (PV) systems and zero-export solar installations. Under the updated rules, these systems are no longer required to obtain a Certificate of Compliance, while plug-and-play PV systems below 1 kW are exempt from building permit requirements.

The Philippine Department of Energy (DOE) has updated its guidelines for PV systems used entirely for self-consumption.
The department signed a series of amendments last week, removing the requirements for building permits and Certificates of Compliance for plug-and-play micro-PV systems. The changes cover micro systems below 1 kW and microinverters below 0.8 kW.
Larger zero-export PV systems will still require a building permit, but they are now exempt from obtaining a Certificate of Compliance from the Energy Regulatory Commission (ERC).
Under the revised rules, users installing micro-PV systems or grid-connected zero-export systems only need to submit a standard notification form to their local distribution utility.
The DOE has also prohibited distribution utilities from imposing pre-installation approval requirements, technical clearance procedures, or inspection fees, which could create administrative delays. Utilities may still conduct distribution impact studies for planning purposes, but the DOE said these studies must not delay or prevent the installation of the system.
According to the DOE, the amendments aim to create a more supportive environment for end users by streamlining administrative and technical requirements, facilitating self-consumption solar installations, and promoting non-discriminatory procedures.
The DOE added that the changes complement the Philippines' existing net-metering framework, which applies to PV systems that can export surplus electricity to the grid. The net-metering framework has also undergone several revisions in recent months, including measures to speed up the permitting process.
The updated guidelines come as the Philippines emerges as one of the world's major solar panel import markets while facing energy prices that have risen to among the highest levels in Southeast Asia. In the first four months of this year, the country imported 4 GW of solar panels from China, while another 3 GW were reportedly in transit as of July.
The DOE said the amendments also support the country's renewable energy targets, which aim to increase the share of renewables in the energy mix to 35% by 2030 and 50% by 2040.
